Oklahoma is the one state where storm shelter engineering is written directly into the building code. The Oklahoma Uniform Building Code Commission sets the statewide codes at OAC Title 748 — currently the 2018 IBC and 2018 IRC — and requires an ICC 500 storm shelter in every Group E occupancy with an occupant load of 200 or more, designed to a minimum 250 mph shelter wind speed. Add expansive clay soils across the central corridor and induced seismicity in the north-central counties, and Oklahoma foundations and lateral systems need engineering that reflects the state rather than a generic template. Every set we issue is sealed by an Oklahoma-licensed PE.
The OUBCC adopts the codes that apply statewide, and while a local jurisdiction may choose whether to enforce and inspect, any code it applies must be the OUBCC edition — it may be more restrictive, never less. That makes the baseline predictable, but local amendments and the shelter rules still need checking address by address.
Adopted by the OUBCC and effective 14 September 2021 for commercial, multifamily and assembly construction statewide.
Effective 14 September 2022 for one- and two-family dwellings and townhouses across Oklahoma.
Required in every Group E occupancy with an occupant load of 200 or more, with a statewide minimum shelter design wind speed of 250 mph.
Because Oklahoma is on the 2018 I-Codes, ASCE 7-16 governs — the Chapter 32 tornado load provisions introduced in ASCE 7-22 are not yet in force here.
A jurisdiction may adopt amendments that are more restrictive than the state code, but it cannot enforce a weaker or older edition.
Trade codes follow the editions adopted by the OUBCC and the relevant state boards; we confirm each one before issuing MEP sheets.
Oklahoma design is dominated by three things that rarely appear together elsewhere: extreme wind and tornado exposure, highly expansive clay soils, and a measurable seismic hazard driven largely by induced events in the north-central part of the state. These are the criteria we confirm on every Oklahoma project:
Engineering practice in Oklahoma is regulated by the Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors. Drawings must carry the seal of an individually licensed Oklahoma PE, and a firm offering engineering services in the state must hold a Certificate of Authorization. Before you pay anything, your quote names the engineer of record, confirms their Oklahoma licence and identifies the registered entity issuing the work.
Framing, foundations and retaining walls with sealed load calculations to the Oklahoma code edition your jurisdiction enforces.
Site plans, grading and drainage, stormwater, utilities and paving prepared for Oklahoma permit submittal.
HVAC, electrical and plumbing design with the load calculations and energy compliance forms Oklahoma reviewers ask for.
Have drawings already? A Oklahoma-licensed engineer reviews them against local code and applies the seal.
From the OKC metro to Green Country, we prepare and seal drawings for projects across Oklahoma. These are the jurisdictions we submit into most often, though we take projects in all 77 counties.
Engineering is bought on trust long before it is bought on price. These are the commitments every Residential PE engagement carries, in writing, from the first message.
Consultations and quotes cost nothing. You receive one written fixed fee against a written sheet list — no hourly billing, no surprise add-ons.
Every drawing is sealed by a professional engineer holding an active licence in your project’s state, and we confirm who that engineer is before you commit.
If the plan reviewer returns comments, we revise the sealed drawings and respond as part of the original fee — never as a change order.
Drawings, surveys and site information are used only to engineer your project. They are never resold, published or used as portfolio material without consent.
Most standard packages are sealed and returned within two to three business days, so engineering is never the reason a permit slips.
Questions reach an engineer, not a call centre. Open the live chat and you are talking to someone who can actually scope and price the job.
Share the Oklahoma project address, your plans or sketches, and any comments the building department has already issued.
We confirm the governing Oklahoma code edition, the sheet list and the schedule, then return a written fixed fee at no cost.
Our engineers produce the design and calculations, then an engineer licensed in Oklahoma reviews the package before anything is sealed.
You receive sealed, signed PDFs formatted for your Oklahoma building department, plus support through plan-review comments.
The Oklahoma Uniform Building Code Commission adopts the statewide codes under OAC Title 748. The 2018 IBC took effect on 14 September 2021 and the 2018 IRC on 14 September 2022. Local jurisdictions decide whether to enforce and inspect, but any code they apply must be the OUBCC edition — they can be more restrictive, not less. We confirm local amendments for your address as part of the quote.
If it is a Group E occupancy — a school or day-care facility — with an occupant load of 200 or more, Oklahoma requires an ICC 500 storm shelter. Where a shelter is required, the statewide minimum shelter design wind speed is 250 mph. Residential safe rooms are optional but popular, and we design those to ICC 500 and FEMA P-361 criteria too. We tell you at quote stage whether the requirement is triggered.
Not yet. The new Chapter 32 tornado load provisions arrived with ASCE 7-22, and Oklahoma is still on the 2018 I-Codes, which reference ASCE 7-16. Tornado resistance in Oklahoma is addressed through the ICC 500 storm shelter requirements rather than Chapter 32 loading on the whole structure. If your jurisdiction has adopted something more restrictive, we design to that.
Carefully, and with data. Across much of central Oklahoma the clays shrink and swell enough to crack conventional slabs and footings. Depending on the soil report and the structure we may specify a stiffened or post-tensioned slab, deepened or pier-supported footings, moisture-control detailing at the perimeter, or a combination. We will tell you if a geotechnical report is needed before we can finalise the foundation — at quote stage, not after you have paid.
More than most people expect. Induced seismicity in the north-central counties raised the hazard enough that Seismic Design Category needs to be determined from site data rather than assumed to be negligible. For most low-rise buildings wind still governs the lateral system, but we run the check and state the result on the drawings.
Most residential and light commercial packages are delivered in three to five business days once we have the information we need. Your fixed-fee quote states the delivery date before you commit. If you are working to a plan-review deadline, tell us on the quote form and we will confirm up front whether we can meet it.
Yes. An Oklahoma-licensed engineer reviews the set against the OUBCC-adopted code and any local amendments, identifies anything that will not pass review — shelter requirements and foundation design are the usual findings here — and applies the seal once the package complies. We do not stamp drawings we have not verified.
Projects rarely stop at a state line. We hold coverage in all 50 states and assign every project to an engineer licensed where it is permitted — these are the neighbouring states we work in most often.
Send your Oklahoma site information and we will confirm the sheet list, the engineer of record licensed in Oklahoma and a firm price — usually the same business day, at no cost.
