The Codes We Design To in North Carolina
North Carolina is statewide and uniform — local governments may not amend the State Building Code. The catch is knowing which edition is genuinely in force.
2018 Code Still Governs
The 2018 North Carolina State Building Code volumes, effective 1 January 2019, remain the code in force. This is the single most important fact on any current North Carolina submittal.
2024 Code Adopted, Not Effective
The 2024 code is adopted but implementation was delayed by legislation and subsequent action by the Office of State Fire Marshal. It takes effect only after formal certification, and no firm date is currently set.
Voluntary Early Use
The 2024 code may be used voluntarily as an approved alternate. That can be an advantage on some projects, and we will tell you whether it helps or complicates your particular submittal.
Building and Residential Code Councils
The NC Building Code Council and Residential Code Council adopt the code, administered through the Office of State Fire Marshal.
Localities Cannot Amend
Local governments enforce the State Building Code through their inspection departments but may not amend it, so technical requirements are consistent from Charlotte to the Outer Banks.

If your site is in a mapped coastal or riverine flood zone, yes. That brings freeboard above base flood elevation, restrictions on enclosure below it, and flood-resistant material requirements, all of which affect the foundation and the finished floor elevation.
