Engineering is licensed state by state. A seal only counts if the Professional Engineer holds an active license in the state where the work is being built, and the design has to follow the code edition and the load criteria that state and county actually enforce. What changes from state to state

Which code is adopted, and which edition. Some states adopt a statewide residential code; others leave adoption to each city and county, so two neighbouring jurisdictions can enforce different editions of the same code.
Design loads. Ground snow in the north, design wind speed and exposure on the coast, seismic design category in the west, and frost depth for footings almost everywhere.
When a stamp is required. Some jurisdictions want an engineer on any structural alteration; others only above a threshold, or only for specific work such as retaining walls and additions.
What the submission package looks like. Sheet size, number of copies, whether calculations are required, whether the site plan must be sealed, and whether the portal accepts digital seals.
