Uniform Construction Code, 2024 I-Codes

N.J.A.C. 5:23 was updated to the 2024 I-Code family effective 17 August 2026, covering the Building, Residential, Mechanical, Plumbing and Barrier Free subcodes.

Municipalities Cannot Amend

The Department of Community Affairs adopts the subcodes and local construction officials enforce them. There is no municipal technical amendment, which makes New Jersey unusually predictable to design for.

NJDEP REAL Flood Rules

Effective 20 January 2026, the Resilient Environments and Landscapes rules replace the old design flood elevation with a Climate-Adjusted Flood Elevation — base flood elevation plus four feet in tidal areas — and add an Inundation Risk Zone.

The Rehabilitation Subcode

N.J.A.C. 5:23-6 is New Jersey’s signature existing-building pathway and remains in force. Used properly it is the difference between a viable renovation and an unaffordable one.

Energy Provisions

The 2024 IECC governs low-rise residential work, with ASHRAE 90.1-2022 applying to commercial and other residential buildings.
