The Codes We Design To in Massachusetts

One building code statewide, three possible energy codes by municipality. Knowing which energy tier your town has opted into is essential before design begins.

780 CMR, 10th Edition

The Massachusetts State Building Code 10th Edition is based on the 2021 I-Codes and took effect 11 October 2024. The concurrency period with the 9th Edition ended 30 June 2025, so the 10th is now the only code in force.

Board of Building Regulations and Standards

The BBRS, within the Division of Occupational Licensure, adopts 780 CMR. Municipalities may not amend it — they enforce it through their local building department.

Base Energy Code

The base energy code is the 2021 IECC with Massachusetts amendments, mandatory statewide under 780 CMR Chapters 13 and 11R.

Stretch Energy Code

225 CMR 22 and 23 set a more stringent tier that municipalities opt into. A large share of Massachusetts towns have adopted it, and it materially affects envelope and systems design.

Specialized Opt-In Code
