Many residential walls are designed without a geotechnical report by using conservative presumptive soil values from the code. That is accepted by most jurisdictions for walls of modest height on ordinary ground.
Where a report is genuinely needed — tall walls, poor soils, walls carrying structures — we will tell you before you commit rather than after. If your county requires one, no engineer can design around that.
