Virginia Uniform Statewide Building Code

The 2021 USBC took effect on 18 January 2024, based on the 2021 I-Codes, comprising the Virginia Construction Code, the Virginia Residential Code and the Virginia Existing Building Code.

Board of Housing and Community Development

The BHCD adopts the USBC, with DHCD providing staff support. Code development runs on a triennial cycle, so we confirm the current effective edition before design rather than assuming.

Localities Cannot Be Stricter

Under Code of Virginia §36-98 the USBC supersedes local building regulations. Localities enforce and inspect, but may not impose more restrictive technical building requirements — a genuine advantage over home-rule states.

2020 National Electrical Code

The 2021 USBC incorporates the 2020 NEC, which governs service sizing, branch circuiting and panel design on the electrical side of every permit set.

Floodplain Ordinances Still Apply

The narrow carve-outs to statewide preemption include NFIP floodplain ordinances, historic districts and airport or highway overlays. These are the local rules that do still bite.
