Structural, Civil & MEP Engineering Services in Delaware

Delaware has no general statewide building code. New Castle, Kent and Sussex counties each adopt their own, and they are not on the same edition — which makes confirming the governing code for your specific parcel the essential first step. The energy code, by contrast, is statewide and recently updated. Most standard packages are sealed in 48–72 hours.

Delaware Code

The Codes We Design To in Delaware

Three counties, three adoptions, one statewide energy code. Getting this wrong is the most common Delaware submittal error.

No General Statewide Code

Building codes in Delaware are adopted at county and municipal level. Smaller towns generally defer to their county, but not always — we confirm the adopting authority for your address before design.

New Castle County

Adopted the 2021 IBC, IRC, IEBC and ISPSC effective 1 January 2024, with a residential sprinkler requirement phased in from 1 January 2025.

Sussex County

Adopted the 2021 IBC and IRC effective 1 January 2023, with single-family, duplex and townhouse sprinkler provisions exempted.

Kent County

Has operated on an older IBC edition than its neighbours. Because county positions move independently, we verify Kent’s current adoption directly rather than relying on trackers.

Statewide Energy Code

The Regulations for State Energy Conservation Code were amended to the 2024 IECC for residential and the 2024 IECC or ASHRAE 90.1-2022 for commercial, effective 11 April 2026 and applied uniformly statewide.

State Fire Prevention Regulations

The State Fire Prevention Commission and Office of the State Fire Marshal maintain NFPA-based regulations that apply statewide alongside whatever building code the county has adopted.

Design Conditions That Actually Govern in Delaware

Delaware is low, flat and coastal. Water — from the Atlantic, the Delaware Bay and a high water table — governs far more design decisions than snow or seismic.

Who Seals Your Drawings in Delaware

Your drawings are sealed by an engineer holding an active Delaware licence issued through the Delaware Association of Professional Engineers, the statutory body established under the Delaware Professional Engineers’ Act. Licensure by comity is available, and firms offering engineering services must hold a Certificate of Authorization. We confirm the registered entity, the named engineer of record and your county’s adopted code on your quote.

Our Promise

How We Protect Delaware Clients Before You Spend a Dollar

Engineering is bought on trust long before it is bought on price. These are the commitments every Residential PE engagement carries, in writing, from the first message.

Free Quote, One Fixed Fee

Consultations and quotes cost nothing. You receive one written fixed fee against a written sheet list — no hourly billing, no surprise add-ons.

A Named Engineer of Record

Every drawing is sealed by a professional engineer holding an active licence in your project’s state, and we confirm who that engineer is before you commit.

Revisions Until Approval

If the plan reviewer returns comments, we revise the sealed drawings and respond as part of the original fee — never as a change order.

Your Documents Stay Private

Drawings, surveys and site information are used only to engineer your project. They are never resold, published or used as portfolio material without consent.

48–72 Hour Turnaround

Most standard packages are sealed and returned within two to three business days, so engineering is never the reason a permit slips.

FAQ

Delaware Engineering Questions We Are Asked Most

It depends on your county. Delaware has no general statewide building code — New Castle County adopted the 2021 I-Codes effective 1 January 2024, Sussex County the 2021 IBC and IRC effective 1 January 2023, and Kent County has operated on an older edition. Some municipalities adopt separately from their county. We confirm the governing adoption for your specific address before design starts.

Yes — the energy code and the fire regulations. The State Energy Conservation Code moved to the 2024 IECC effective 11 April 2026 and applies uniformly statewide, and the State Fire Prevention Regulations apply alongside whatever building code your county has adopted.

It depends on the county. New Castle County phased in a residential sprinkler requirement from 1 January 2025, while Sussex County exempted single-family, duplex and townhouse construction. This is one of the clearest examples of why the county-level question has to be settled first.

Yes. Drawings are sealed by an engineer holding an active Delaware licence through the Delaware Association of Professional Engineers. Delaware also requires firms to hold a Certificate of Authorization, and we confirm both on your quote.

Significant along the Atlantic coast and the Delaware Bay. Flood zone construction brings freeboard, enclosure limits and flood-resistant materials, and the high water table across much of the state affects foundation drainage and basement feasibility even outside mapped flood zones.

We quote a fixed fee per project rather than an hourly rate, based on scope, county and whether coastal or flood design applies. Quotes are free and usually returned the same business day — see our pricing page.
